Was the ‘Missing 13th_Amendment” passed into law?

Upon visiting the Minnesota State Law Library a few years ago I happened upon a number of very old books. Recently I perused those books with the idea in mind that if it had been passed into law these books would be the proof to me; one way or the other.

The following images have been rotated for best viewing, sorted by year and then state, and offer a vivid image of the truth. I for one cannot imagine publication of such an important piece of legislation if it had not been fully enacted into law.

Lower number pages are usually the covers of the books and the last 2 or 3 pages in a group are the text of the ‘MISSING 13th_Amendment’.
